Since then, she has been fully dedicated to that project, focusing her additional efforts on winning more work for the firm.
In making the announcement, Hankinson said, “Mary has been instrumental in our efforts to deliver exceptional service to our clients, and she has consistently demonstrated solid judgment, professionalism, and a commitment to success in everything she does. I’m very happy to recognize her efforts with this promotion.”

She has received commendations from OCTA, SBCTA, and major stakeholders for her keen programmatic approach, dedication, and steadfast attitude for managing and delivering rail, highway, and grade separation projects. She has the vision and sense of forethought needed to deliver while focusing on the main goal of project success. Mary’s excellent leadership skills complement her ability to see the strengths and weaknesses within a team and make the necessary adjustments to create a cohesive and collaborative organization; she can accomplish any assignment given to her.
Prior to joining RailPros, Mary worked as a program manager for more than 25 years, overseeing program, design, construction, and management of complex civil engineering and transportation projects in both the public and private sectors. Her background in program, design, and construction management for highways, rail, transit, and facilities provides her the vast knowledge needed to resolve difficult issues within the time and budgetary constraints that face all clients. Ms. Toutounchi has extensive experience in supervising the work of consultants, project managers, engineering staff, and contractors and coordination of the work with public and regulatory agencies. Ms. Toutounchi graduated from California State University, Long Beach with a Bachelor of Science in Civil Engineering and holds professional engineer licenses in both California and Arizona.
